Members of the Snellville Planning Commission mildly chastised Danny Herrmann, the owner/applicant for the annexation and rezoning at Rosebud Road and Hwy. 78, for his lack of preparedness for the evening’s meeting. The hearing was continued to the October 23 meeting, to allow Herrmann the opportunity to formalize his site plan and address concerns raised by the community and the city planning staff, especially regarding traffic onto Rosebud Road.

The Snellville City Council met on Monday night with three Rosebud-area zoning cases on the agenda:
Temple Johnson & Garmon Drive
The annexation, rezoning and development at Temple Johnson Road and Garmon Drive for 149 homes on 42.8 acres (3.5 units per acre) in an “R-HOP” (Residential - Housing for Older Persons) Community has been tabled until November 26. The delay is due to the fact that the annexation has been disputed by the county and the resolution process is ongoing.
Mediation between representatives of the county and the city failed to produce an agreement. The next step in the process is a review by a three-person panel, one member of which will be appointed by the county. It is possible that the county member could come from our community. You may recall that we were told last month by the Chairman of the Planning Commission that ANX 07-09 LUP 07-11 RZ 07-17, the annexation and rezoning for a daycare center at the corner of Rosebud Road and Brushy Fork Road, had been scheduled for a January 28 hearing before the City Council. However, I learned late on Friday afternoon that the case is on the Council agenda for a possible second reading and final decision on Monday night (7:30 pm, City Hall). Read more…

A non-denominational ministry is proceeding with its plans to acquire 25 acres at the corner of Hwy. 78 and Rosebud Road, and plans are moving forward toward a Publix-anchored shopping center on the same corner, according to the developer/applicant. The city planning staff, however, has recommended that the entire proposal be denied.
Danny Herrmann of Diversified Development reports that Higher Ground Planning, a for-profit real estate development corporation, is conducting a site survey and attempting to secure financing for a multi-faceted ministry including a sanctuary, community center, amphitheatre and several administrative buildings. The firm is also negotiating to purchase the Cooper Springs townhome development adjoining to the west, apparently to provide housing for the ministry.

Our group got a mention in the AJC over the weekend regarding the annexation and rezoning proposed for Rosebud Road and Hwy. 78. I gave new growth & development reporter Michael Pearson a small tour last week to familiarize him with issues facing our community.

Ever since the City adopted its “Housing for Older Persons” zoning ordinance, developers have flocked to Snellville to take advantage of this highly-profitable, higher-density zoning.
And it’s no wonder– the flawed ordinance gives developers a pass on some of the basic amenities required of other residential classifications… R-HOP subdivisions are not required to include greenspace or even sidewalks. In addition, there are no guarantees in the ordinance that the homes won’t quickly turn into low-income rental housing.
In the coming weeks, we will provide an analysis of this defective classification. We will tell you which Councilmembers removed key provisions from the ordinance and why their actions should influence your vote in the upcoming municipal election.

Join us on Monday, September 24 at 7 pm for the City of Snellville Mayor & Council Meeting at Snellville City Hall to oppose the annexation, rezoning and development at Temple Johnson Road and Garmon Drive (aka West side project by Genesis).
This development consists of 148 planned homes. Rezoning request is for an Active Adult Community of seniors 55 and older… To name a few flaws, seniors these days drive as much as anybody and most are still working. This zoning ordinance (R-HOP) requires that only one person in the household has to be 55 years of age to qualify to live in this adult community– and there is no real enforcement to guarantee that only seniors will own and occupy R-HOP residences. In addition, the properties can be rentals. Also, if allowed to go through this development will add no less than 400 more cars to our area. The infrastructure in our area can not handle this…the roads – drainage – sewer - water… etc.
