Rosebud/78 Shopping Center Proposal Back on the Table

The proposal to build a shopping center and office park on 40 acres at Hwy. 78 and Rosebud Road has re-emerged, but in a slightly different configuration from the plan that dropped off the City Council agenda a couple of months ago.  And now we may know why.

Earlier this year, Danny Herrmann of Diversified Development requested annexation and rezoning by the city of Snellville for an assemblage of tracts on the southwest corner of the intersection. Herrmann proposed to build a shopping center with outparcels toward 78 and an `R-HOP` (Housing for Older Persons) subdivision to the south. After we raised several concerns with Mr. Herrmann in March, he revised his plan to replace the R-HOP with an `Office/Professional` zoning for the southern portion abutting Action Awards and several large residential tracts.

With our acquiescence, the application sailed through the Planning Commission hearing only to be tabled for several months by the City Council. At that time, no reason was given for the delay.

Last month, Herrmann withdrew the original application and resubmitted a plan that now includes a 25-acre church, community center and other religious facilities. The 15-acre retail portion remains essentially unchanged from the original proposal.

The zoning applications go before the Snellville Planning Commission on September 25.  The application and annexation may appear on the City Council agenda in October.

Obviously, the applicant has contracted with an existing church to purchase a portion of the property, probably pending a successful annexation and rezoning. If this is true, then we should be concerned about several issues, not the least of which is the amount of traffic that will be generated at certain times by church members coming from outside of the immediate area. On the other hand, the impact of additional traffic could be mitigated by the property’s proximity to Hwy. 78 and improvements planned for the intersection.
