Snellville Planning Staff Recommends Approval of Daycare
The City of Snellville Planning staff report on the proposed annexation and rezoning of the tract at the corner of Rosebud Road and Brushy Fork Road recommends APPROVAL of the application as submitted. The applicant, LT Construction, Inc., proposes to build a daycare center with a two-story office building proposed for a later time.
The primary reason given for the recommendation of approval is the staff’s belief that the adjoining light industrial use, Tomco, makes the property unsuitable for residential use. The report ignores the fact that the residence was built after Tomco; has been occupied by the current owner for at least 12 of the past 14 years; and was even used as a rental property for a time. In all that time, nothing has changed with Tomco or the subject property that would now render it unsuitable for residential use.
Although the staff report is flawed in its analysis and logic, it does present a problem for our effort to resist what amounts to a spot zoning at a dangerous intersection. It is more important now than ever that you become involved in this issue. If this zoning is allowed, it can establish a precedence for non-residential development along Rosebud Road at other intersections including Temple Johnson and Old Loganville Road.
Today, the County Commission reportedly approved a resolution and has drafted a letter to the City of Snellville opposing the annexation. That opposition, however, is routinely ignored by Gwinnett’s municipalities and should not be relied on for our case against this bad development.

I Kenneth Davis reside at 3890 Glen Ian Drive, Loganville. I am opposed to the building of a daycare center and 2 story office building at Rosebud and Brushy Fork. As it looks to me Rosebud Rd has the appearence of a residential landscape and should be preserved. A daycare center on a one lane road such as Rosebud will enterrupt the flow of traffic.
